I think my car can read the TPMS signal from inside the garage even though I'm often parked towards the end of the driveway behind another car and the stock wheels are stacked towards the back of the garage. Every morning when I leave for work the light is off, but it comes on at the same spot, about 15 miles from my house, every day.

I still see it only because it decides to flash randomly every couple days going "You still don't have TPMS!"

Why would you need to (re)program them? Doesn't the car just match up the frequency of the sensors and voila?

Nope. They need to be set by the dealer. They have a machine.
