Is this an issue strictly for sustained high rpm, WOT conditions? Or are higher EGTs a problem when street driven?

Primarily for sustained WOT, but you want to avoid it, period.

The High Boost pulley should only be used if you have 93 octane, race fuel, or ethanol readily available to you. We do not recommend it for 91.

Hey I have the delicious 11psi MAP sensor. Would this need upgraded if one got the new high boost pulley?

I believe so. The HBP raises the boost to ~12 psi.
