Technically they can suggest whatever the hell they want, that's why its a suggestion, "Based off the mileage", I think they say every 15k you can do a fuel system cleaning/throttle body service.
When i was a tech that was an easy thing to sell on cars that didn't need any major work or needed nothing at all. And you can do it and walk away and work on another car. Or what most techs do is just throw it in the trash and not do anything to your car sadly I've seen it happen numerous times. I am out of the automotive field and a big part of that was because we had to rip customers off and up-sell them just to get a decent pay check, unfortunately.

Edit: I guess throttle cleaning has changed over time from cleaning the cable and actuator to cleaning the interior of the body, sticky throttle is usually attributed to the linkage which on older cars needs regular maintenance vs. newer cars electronic bodies that probably aren't able to be serviced at all. |

I've read round the internets from a mechanic that they usually fix carbon buildup by driving the car, hard. Typically people baby their car but once in a while it needs to be opened up to clean out the carbon.
Not sure if it's true or not being the internet. Edit: Here's the quote I originally read. Quote:

I've had enough legal issues not go my way that I don't leave it to chance. Really I would have bought used and saved money and avoided the warranty situation, but after already waiting years for the car to come out I wasn't about to wait several more.
