Funny you say that because I usually picture Steve in a cape anyway. Or a school girl outfit but that is more a nightmare than a mental picture.

On a serious note, that place is trying extraordinarily hard to make a turn around. They've even got an app called "Improve Detroit" that's been fairly successful. Residents are able to report everyday things (like potholes, running water issues, etc...) to city hall via the app and get a rapid response (from what I understand things are being taken care of within the month they are reported....
