I park my car in front of a grocery store yester day and walk out to see this happen to my car. There was not many people there as it was almost closing time my question is can this be fix or I need to replace the whole bumper cover and repaint it. Thanks for all the input

Not seeing a pic. I'm assuming it's a scratch from a shopping cart. First, try to see if it will rub off. If not, run your fingernail over the scratch and see if it catches. If it catches, then it won't buff out and you'll need touch-up paint (or, if it's really bad, a new bumper). In the alternative, you can just get used to it I guess.

Anybody else notice that about 50% of the new guy's first post is "Can this be fixed" or "is this a write off"?

From what I can tell by your description of the damage. You'll be better off ordering a new bumper through the dealer and having it paint matched. Trying to fix that level of damage will never look the same.
