I got excited and added too many quotes. The game is "keep a word - drop a word," not "rearrange the words."

No, he's suggesting that the goal is to keep one word of a two word phrase and add a new word for a new phrase. You violated the "drop a word" portion.

Ahhhh but see this is where I argue that in the examples given they were in fact different words. Spelled the same but not the same. The wonderful English language in action.

Chase Chevy - The act of following (usually at speed) and a brand of car
Chevy Chase - The name of a person
