Wtt: ce28 rt black edition 18x9.5 +40 for te37 of same spec. My wheels are about 2 months old with not a single rash. Super clean. I'm the first owner. Te37 17x9.5 + 35/38 would be cool too.

I think you are right. Airflow would definitely be affected. That big dent appears to be blocking nearly 1/3 of the pipe diameter...and there appears to be multiple dents along the pipe. Yikes, I wonder what was hit. But I guess if a person was buying it just for looks and sound (assuming the tone has not changed due to the added restriction) then it should be okay for the right price
