Yeah but not everyone who says that is lying. I mean I've had that happen to me, where you send a check on time but it doesn't get processed on time for whatever reason. Its frustrating when they don't believe you, and basically call you a liar.

Happens to everybody at some point (don't think I have wrote one in 15 years now though) but the very reason that they don't believe you is it has been overplayed as a poor excuse for so long.
The point being that as Koa said it is up to you to prove you did pay not the government to prove you didn't.
