This is also happening to mine as well. It was confusing the hell out me. I put in the stoptech pad, rotor, and braided line kit and I thought I messed something up.

Did you install the pipe with the rubber grommet on the bracket? If so, remove the rubber grommet - it allows the pipe to move on the bracket a little, and at the far end (down near the pulley) it can move enough to hit the pulley slightly.

That's not meant for that purpose, no. That was probably a spacer for the heat shield.

There is plenty of room for the charge pipe, but you have to put it and the hoses together *perfectly*. You may need to play around with it some to get it in the right place.
