I will look into it. I believe (just from memory and don't take it as correct until I verify) it is a lower pressure zone. However, you should get flow out of the vent since the pressure in the engine bay "SHOULD" be higher than what is on the outside by the vent.

Yeap, it definitely works. I dropped a small piece of cardboard (template for the fender cut out) in the engine bay and I found it next to the fender vents a week later.

I did mine with colour coded prova vents so it looks as OEM as possible.

My finial design is finished and installed. I went with a smaller mesh, 1/8th inch diamond screen, and painted the screen gold to match my wheels.

If anyone wants a set pm me.

can you maybe edit a picture of the stock area you cut to show exactly where to cut? what tool did you use to cut? You could mod the stock fender garnish in a similar way with the mesh.
