Depends. The particular pizza I mentioned is $14.xx in 16" size from a deli down the road. The local Indian cuisine place runs around $15/entree on average and I consider that moving towards the expensive side; indeed there's only a few restaurants in town that have higher average prices. Of course, I live on a college budget.

why do the traffic lights flicker like that? I'd get a seizure at every stoplight.

It's probably due to the frame rate of the video. The light is LED they use a pulsing technique to control the brightness. In person it's so fast you don't see it but with the frame rate of the camera sometimes it's just right that it looks like it's flashing.

Or they just have annoying flashing lights...

This is correct. You will find this in almost every video of lights.

Yeah, I like his art. Some of my friends are more into his artwork than me. I tried to use a code to embed vimeo from another forum that was like youtube but didn't work. It was basically [vimeo]code[/vimeo].
