Better to use romraider and defs from openflash site, not sure if tunepro def kept up to date for newer tables

When I downloaded all the links off the openflash site. The only .xdf file I got was in the TunerPro file. I would just use romraider but I though I read that you couldn't adjust launch control and full throttle shift with RomRaider.

On the openflash site there are links for romraider software and the romraider defs as @AdrianG says you need to use those defs to access lc and ffs

yep. those defs are are OFT specific tailored for its implementation of FFS and LC and thus won't be added to RR official defs. If you do update your RR def files just open your old file and copy over those definitions into new RR files. there are 3 tables declarations pointing to 3 table definitions.
Launch Control Disable Speed, Launch Control RPM Delta, and Flat-Foot Shift RPM Delta. just search for those in the def file.

Okay so, everyone is always looking to save cash for parts. Now the big question is "Are we talking freeware?", or is Romraidrer (love the nomenclature) something I have to pay for?

RomRaider is an Open Source piece of software. This means that anyone is free to download, install, share, and modify the program as they see fit as long as that follow a simple license agreement (no warrantee, must give proper credit to the creators ect.).
