Depends how OCD you are about the look of a touched up scratch. It won't be perfect. You can get a paint pen at any Subaru dealer (I'm assuming Scion dealers too).

Why not just get it fully reprinted? I'm not sure why owners make these threads sometimes... If you can afford a decent priced car, wouldn't you be able to maintain repairs properly through insurance or out of pocket? Good luck.

Kinda rude, don't you think? Even if they can afford it, some people would rather spend their hard-earned money on something other than a paintjob.

But it's not going to be a good "fix" unless he gets it professionally repainted.

OP I would try factory touch up or look up people who fixes rock chips. You won't be happy with the results, but at least in won't be black plastic.

Yeah, touch up paint (and clear coat, rubbing alcohol, wax, paint applicators, and wetsanding....lots of wetsanding) can fix that.

Just a few bits of advice. Build the paint up with multiple light coats instead of trying to fill the scratches with one coat. If you follow the red with a clear, use just enough red to cover the black and fill the rest with the clear. Use a good artist brush instead of the brush that comes with the bottle, it will be alot more precise.
Do not wetsand if you're not experienced with it, you will likely sand through the clear around the scratches and it will look much worse than it does now.
Look into Langka Blob Remover, it lets you build the paint up past the original clear and then use the Langka to level it out.
Dr. Colorchip is also a good product for touch ups.
As long as you're not expecting perfection, you should be good. You mainly want to make it look as good as you can and it will stop your eyes from going directly to the black plastic when you look at it so it's not as noticeable.
Good luck and let me know if I can give you any other advice.
