Based on? If guys are getting 400whp - 700whp, then it's not going to bat an eye at 250ft/lbs; well that's my hope anyway.

See Chris' dyno. Pump, 2871r. That's been my inspiration, except I've changed a couple of things that I'm hope will improve spool on my setup by 500rpm.

A kit with GTX28 turbo will achieve that. There is not much point in having 250 wtq at 2K RPMs. A gtx28 will give you great torque in the 3K rpm range and carry it over at least until 6K.

im using a FBM kit with a gtx2867r and I made peak tq(390) at 4550rpm, 275tq at 3550rpm and am very happy with it on the street. Tq comes on very quickly right above highway cruising rpm and the slight drop in tq I get after 6500 is about where I regain traction.
