in my opinion usually cat back exhausts are 50 state legal emissions wise cuz it installs behind the cat so technically you won't run a cel and the emissions should be within legal limits but then there are also states that have decibel meters or at least cops may pull you over for a loud exhaust modding comes with the territory of the feds profiling you.
