Yes after about 10 seconds without a seatbelt when someone is sitting in the seat will trigger the alarm. However I believe the dealer can disable it.

Also does so standard (can be turned off by dealer) for the passenger seat if it recognizes someone is sitting there. Sometimes when I lay my iphone on the passenger seat a certain way it thinks someone is sitting there and it chimes at me until I move it.

Weird I really don't have any warning system at all. I'll try again when I get to drive.
Rev limiter beep works fine though.

You may be right about not allowing to disable this without customer signature, but they are allowed to turn it off on my Lexus with a customer approval, I assume the same applies for the FR-S if its an option.

Uhm maybe depends on which dealership, I went to 2 different ones to get rid of the passenger seat belt chime, they said by law they are not allowed to turn it off, its a safety requirement. Kinda like how they wont turn off the DRL's, however you could always do it youself, there are several guides out there on how to.
