Everyone speeds 10-15 over in CA. So you can get away with speeding along with the traffic. Barely anyone goes 10 over in OR, so you stick out like a sore thumb if you do 10-15 over. But I think it has a lot to do with the size of the cities and the sheer amount of traffic in CA. Simply not enough personnel to be running speed traps in CA like cops have the luxury of doing in OR.

yup I learned the hard way that 10-15 over was not okay in Oregon...Ticket within a month of moving here lol
