Running with a straight poster is proper for long distance, but when it comes to sprinting you want to lean forward to get an edge to the finish line as this is what I've learned when it came to track competition.
The heal - toe comes down to personal preference. Trainers never told me if there was a proper way for it in regards of that subject. And I never thought to ask anyone too, just like you thinking its weird, but I have tested it before and practice it sometimes now.
Question 1: For me the heal - toe gave me more spring when it came down to sprinting, but I wouldn't recommend it for long distance running as it would easily fatigue your foot out quicker.
Question 2: Getting the whole foot planted made it easier for grip so that benefited me if I had to run long distance and depending on terrain.

So when it comes down to racing I sometimes don't try to think about it. Sometimes you just have to run and think light, keep you're knees up, have good clean straight strides and then I'd be gone. I'm no expert by any means, but this is what I've learned from past experiences.
