Rebuild kit is really only needed if the rubber is cracking (TPMS are old). Not really "needed" on a new car, however, might as well do it now to avoid any issues in the future...

OMG! I got a quote from America's Tire for $30

1. take off my stock TPMS
2. Install new valve stems and inflate.

Discount Tire told me $7 per wheel for their transfer kit. Not a bad deal. I'd go that route if you can.
