great ending to a game, kind of reminded me of the Dark Tower series by Steven King. Either way I see very little replay value in it, but I did love the story.

What if there was a way for people to report bad drivers. You just text their license plate number to some central phone number. Once they reach a certain number of strikes in a given amount of time, they are fined. Multiple offenses to this threshold (I.e. 3 complaints in 1 week = 1 strike, but 3 complaints over 6 months counts as nothing) would result in that person attending driving school

This could also be used to adjust insurance rates for good/bad drivers, but that often gets messy. I'm more interested in getting incompetent drivers back to drivers Ed and fining them. Can't think of any better way to incentivize them to drive better

yes... cause driving and texting is never wrong...

I would be fined a lot then... I drive over the speed limit 99% of the time...

Ok let's nitpick. Instead of texting there is a free app that you use to report. This app only allows use when the phone knows that you are stopped and not driving. Exercise that short term memory.

That's fantastic that you drive so fast, maybe drive faster so people wouldn't read your license plate. This wouldn't be primarily a way to report speeders, but rather unsafe drivers (cutting people off, driving 20 mph below the speed limit on the freeway, etc)
