Do the mirrors still respond to the oem movements? ie. adjusting the mirrors? Or is this just a replacement cover then wire and splice?

Its a replacement cover that you wire & tap, the mirror motor is unaffected.

That's right. It sticks out s little and that is where the lighting components are housed.

We'll be posting our full video installation guide shortly. Really not too bad, just takes a while. Wiring is done so the puddle light comes on with your map lights, front white comes on with parking lights, and of course amber comes on for turn signal. 5 wires total.
