edelbrock SC pulley install

So maybe a simple question here, but couldn't find any info on the edelbrock site or forums. How do you go about uninstalling a pulley and then installing another one? I see the pulley has 4 screws meant for allen wrenches, but I couldn't undo the screw with mine. Do I need to get drill bit allens?

Also, how much do I need to torque it to screw in the new pulley?
