The way I see it is that
Stage 1 - Stock everything with just a tune. ie....just a tune Stage 2 - Intake/Header/Downpipe mods and a tune Stage 3 - FI or redoing your stock FI setup. To put it into APR/VW terms Stage 1 - Tune Stage 2 - Intake/Downpipe and Tune Stage 3 - K04/GT25/GT27/GT30 (or GTX) and tune Source: owned a mk4 gti and mk6 gti |

Can I consider just an UEL header stage 2 for tuning purposes? Also, I haven't tried yet, but it seems installing a decent air intake on this car is more of a nuisance than my old GTI.

What's a "decent air intake"?
One with more colors and swoopy curlicues? They already come stock with tuned CAI

stage 2 means catless and tuned. A catted aftermarket header is still stage 1. I have heard of people going on a stage 2 tune and deleting the header cat while keeping the FP cat, but I don't know the long term effects or the power loss there is. The cat in the header is the one that has to go. The intake is less important, same with the catback system- there's some gains to be made there, but not a lot.
Since the twins have a header stock and not a log type manifold, there's little gain to be made with an aftermarket header with a HFC. To make the big gains N/A you have to go catless and/or E85 |

I think that people are trying to force a definition where there really isn't one. Not convinced there is a true "stage two" for these cars so all you will get are what people did for their own first major changes. There are certainly some stage twos for some of the turbo kits but those are specific to the kit and not to a level of modding.
Asking "what is stage two" is just another way of saying "what should I change first" and there are hundreds of different opinions on that.

Stage 1: minimum amount of garbage you can sell
Stage 2: add more garbage that you can claim it is better Stage 3: add even more garbage that you can claim it is even better |

With a force induction setup stage 2 generally means adding an intercooler.
In all other aspect it doesn't mean much imho. |

It would appear that stage 3 only applies to halo cars.
