Unfortunately you have to buy the ECUTek cable, which runs about 2-300. Another reason I said you could borrow one lol.

Just to verify what you are wanting:

You want a cable & license so you can tune your car your self? If that is the case then EcuTEK will not be a viable option for you. As you will need a tuner license instead of a vehicle license. Tuner licenses are up near $10,000. While vehicle license is 200-300.

If you want to have the ability to have a licensed tuner tune your car you can purchase through a number of vendors. Two common ones are Visconti & FA20Club. I would recommend FA20Club personally for a cable & license. But you will still need to find a licensed tuner to adjust your ECU. Currently ECUTek does not allow users to re-tune their ecu's them selves and all ecu tunes are encrypted and un-readable to end users. You may want to look into BRZ Edit if you want to tune your own vehicle.

Yes each vehicle needs a unique license, regardless of whose cable you are using.

Bigger improvement from good tires and light wheels.

For track & performance yes. For accelerating to highway speeds? no. :P Just depends what your aim is!

Lighter wheels help acceleration and improve handling reaction, better tires because they provide better braking for daily driving and provide more traction on twisties.

I have a tune, and while cool and all, I would still buy tires and wheels first. If you want to accelerate quickly, don't let the rpm fall below 4500.

Tires will improve launches significantly, even at stock power levels.

Finally, some local autox. The Arizona Border Region SCCA is having another event at the fan-freakin-tastic Marana Airport. With courses that can be up to a mile long on a military grade asphalt surface, Marana offers our very talented course designers a very large blank canvas.

If you have never autoxed one of the twins, or if you have never autoxed, Marana is a great place to learn. The club provides loaner helmets, if you need one.

Autox may be the safest motorsport there is, and it provides a great opportunity to learn to drive the car well.

Yeah that one is the SRT. It is definitely a lot faster then the FR-S but it isn't as much fun daily. That car needs room to play.
