It's probably an aluminum hood thing. Both my NA and NB Miatas did this.

Update: it worked! Raised the hood stops a but and the flutter is basically gone.

I remember seeing another post about this issue and it turned out the owner had his bumper or headlights replaced.

There are rubber strips atop the headlights that the installer put in backwards, causing them to catch air and push the hood up.

I suggest checking the rubber strips on your headlights to make sure they face the right way.

There are two rubber cylinders on the left and ride side of the front of the car along the radiator /headlight support rail.

You can twist these by hand and they will move up or down like any typical screw.

Use them to adjust your hood play and alignment.

Haven't seen it on mine, and I've almost maxed 6th gear, after going 130+ though you will start hearing your window seals at like 80, it's made DDing slightly annoying.
