The box says 10mm spacer...regardless are these bolt on spacers or will I need to get extended lugs?

Do you mean extended studs? I tried to use a 15mm bolt on and the pockets on the back pads of my TE's weren't deep enough to fit the OEM studs poking through the bolt-ons.

Two sets of 5=10, that's why the box is marked that way. These come with longer studs but are not the bolt on style, they are the traditional style.
