They don't, but what I've seen on other forums people use plastic dip as a "primer" then paint over it whatever color they want.
I would recommend using at least 3/4 to a can on each wheel the heavier the coat the better an easier it will be for you to remove it in the future. |

Its pretty easy, just hose it off and move on. Plasti-Dip is not hard to clean, and once its dry and you've used enough coats, you can clean it like anything else: sponge, soap, elbow-grease.
