OFT re-flash

i've been running E85 Stage 2+ tune for a few months. Yesterday i modified the same tune's cranking parameters in romraider to correct the cold start issue.

i went to reflash the modified tune back to the car, but forgot to wait for full 45 seconds before driving off. What is the purpose of the 45 second wait before driving and what are effects if i skipped this step? should i reflash the tune and wait the full 45 seconds?

second question is if i re-flashed the same E85 tune(only with cranking parameters changed), does the ECU still need to take time relearn? My guess is not since the car does not feel different like the first time when I flashed to E85 from a 91 tune(ie. delayed throttle response. etc).
