This.
Ignoring your incorrect comparison of the last generation. You have two x86 platforms in the new generation. One is capable of 30% faster speed in gaming. Hardware does indeed, count."

First of all, my roommate and long time friend has worked for Sony Playstation in Sorrento Valley for the past two years in TRC and play testing. We have plenty of back and forths, and one of the things she and most of the other staff readily admit is the difficulty third party developers have with the PS3. It leads to the majority of games on both platforms often running better on 360. This has also been my personal experience owning both systems. If hardware is not utilized properly, it doesn't matter how fast it is. It's the same reason why 60s hotrods that make 700hp can put down slower lap times than some kid in a souped up 1.8L civic.
