ok if you want to tap into the parking lights then you tap the red wire into the power wire of the parking lights, keep in mind they will only turn on when you turn on your parking lights though.
as for the blue wire, this wire enables the high low function these have. they will be high power when you turn on your parking lights however when you turn on your headlights it will switch to low. To do this you tap the blue wire into the power wire of the headlight.
