Sounds like full blown is saying the dealer may have installed the wrong spring the wastegate which would cause it to run too much boost.
The wastegate spring determines the amount of positive manifold pressure required to open the gate and bleed off excess exhaust gas from the turbine which maintains boost at the desired pressure (spring pressure).
If a boost controller is involved, it's purpose is to bleed off positive manifold pressure before it reaches the waste gate pressure port allowing you to run boost higher than spring pressure.
The blow off valve being open at idle is NOT going to cause overboost, it will idle like shit and very rich but it will not cause over boost. A Vent to atmosphere blow off valve requires a spring stiffer than manifold vacume at idle to stay closed at idle.
Sounds like you needed a stiffer BOV spring AND the dealer cocked something up during the install. Probably plumbed something incorrectly.
