Stand by a slow road and practice on the cars moving by, once you master that move up to the highway . It's harder to get a really crisp subject and the perception of motion at lower speeds, but it's a lot easier to work on framing a moving subject.

And for everyone else, you need a camera with adjustable exposure controls to set the shutter speed slower. And if you have a fancy IS lens, make sure to turn off horizontal correction(made that mistake at an autocross a few years ago :facepalm
