Yes. Like I mentioned in my first post, to get an engineering cert I have to get the vehicle inspected by a registered inspector after the installation is complete.

This is WA specific but I imagine there will be something similar for other states, just haven't looked myself. Forms are in one of the attachments, steps are towards the bottom. My advice from everyone involved was get the process started asap as the approval can take some time. Oh and there's a fee schedule on there for inspections for those that were asking.

Nice post. Good to see a fellow modifier who has planned their shit together.
I previously submitted one of those PDF mod forms, usually takes about 3-4 weeks. I'm going to resubmit it due to a few more extra mods that weren't mentioned.
I personally submitted it to one of the techs at Welshpool Examination Centre(as I was expecting to receive a mod permit that day. I have permits for my other car which I had(10-11yrs ago) and all you had to do was rock up to the examination centre, wait in queue and then get one of their guys to sign it off. ) The guy I spoke to was telling me that for mod permits that you need to have an engineer sign off on the car too. (I was not discussing/intending to install the AVO Turbo at this point mind you)
The process is a lot different now - so if you wanna get some permits, just fill out the printable PDF form wait 3-4 weeks for a reply. Install the intended modifications(if you haven't already). Get the modifications signed off by a consulting engineer, then bring the car in with all the paperwork. Wait in queue.

I'm not sure about the 'emissions testing' as when I went to get the permits about 2 months ago, I never thought about the possibility of having my 86 A-V-Ohhhed

EDIT: Sorry for the thread hi-jack. Thought this might be useful for some WA modifiers who want to keep their cars 'legal'.

EDIT AGAIN: I sent in the form on the 25th Sept, Receive reply on the 8th, sooo.. less than a fortnight to get a reply. See my post for more information.
