Aftermarket steelies are not all the same. The set I bought from Walmart eons ago for my Integra were not hubcentric. If you get OEM steelies, they are more than likely to be hubcentric. Although I've never had any problems using non hubcentric wheels.
As far as wheel bearing stress goes, I would argue that this is negligible for normal driving circumstances. For motorsport applications, I've heard that wider wheels, stickier tires, etc. does add stress to the bearings (and other things) but at that point, you're changing those components more often because you don't want to experience any failures. But for normal street driving, I wouldn't even worry about it.
Funny, I picked up a set of older Legacy wheels yesterday and the guy's neighbour has an Ultramarine FRS.
