Specifically the countermeasure. The FR-S owners who have had the chirp come back after the TSB was performed likely had techs that had no idea they needed to control the orientation of the plunger stopper when reassembling everything to make sure the chirp goes away for good; again because the Scion TSB basically just says, "replace the fuel pump and rail assembly", and that's it.
