Just to close the loop on this...
I took the car to my regular mechanic. He ended up taking apart the instrument panel, cleaning all the connectors and hooking it back up. No parts changed or repaired.
Now it works fine and passed inspection.
I really have to wonder if that first tech didn't mess up some connection.
