500 GR corollas sounds much more reasonable.
Although it seems low it would not be horribly out of line in the expected conditions for the next year.
Keep in mind that Canada never brought in anything even close to the tens of thousands of units the US got. Even when the FRS was new, fresh and flying off the lots there were only 3,200 of them. Would not be surprised at all if Toyota felt that 500 units would meet demand in today's market.
