I was getting BSoD's related to overclocking even with everything disabled (PBO2, Scalar, etc). I disabled the "Enhancement mode" and never seen any BSoD ever again.
Probably is for getting better benchmark results in reviews.
Edit: Just found a Jayz2cents YT clip about Asus enabling OC mode's by default (4 years old)

Weird that none of the boards I've come across ever had it turned on.

I wouldn't consider MCE overclocking anyway. Same with XMP. It just lets all the cores run at max turbo clock.
It has never been a problem in any of the computers I've built. sounds like you got a shit CPU. (edit: not a shit CPU by choice. Shit as in bad/low quality manufactured)
