Toyota may be many things but dumb is not one of them. They have a team of hundreds that plan these things not a couple of guys sitting at a table saying "oh I don't know maybe a couple of thousand".
The people of the internet need to understand that cars like these (and the 86, Supra, GR Yaris) are NEVER going into appliance vehicle production numbers. It is always "oh look how low the sales numbers are" and "They could have sold many more" but the numbers were set at least 3 years ago and they will stick to that plan no matter what.
This is planned low availability on a high demand car and is not new or unusual in any way. It is very possible they are even taking a financial loss on each unit but since the purpose is to getting people talking about Toyota they have already won and not a single car has hit a lot yet.
