Actually, you would be a prime candidate to upgrade since AMD pairs great with anything equivalent to a 3080FE.
Booting time is the about the same, games loaded as fast as always, but is also because of the 980 Pro M.2. I'll probably sit down this weekend and fine tune the CPU.
Edit: I think I might have found the solution, I haven't installed the latest chipset driver from AMD.

I have a 5600x on a 570 chipset... And a 980pro. So same change you made I think. Except I mostly sim race, not into most games at all. ACC cranked up still holds 60fps on triple 1440.
