As you compress the suspension with an increasing force, either it eventually hits and squishes a bump stop, or the tire hits the fender liner, or metal.
The geometry of a properly designed suspension should make it impossible to hit the fender liner or metal. But that also means that the larger the tire, less suspension travel should be allowed.
