Nevertheless, the switch from the NEDC testing procedure to WLTP caused CO2 values to increase by about 25% across the board. That'll be your main culprit.

Mine's a 2013 manual and is registered @181gr/km (I think).

I thought first gen wltp was 196 for manual and 183 for Auto.
Those were the "intermediary" WLTP-correlated NEDC values, which were a sort of anticipation of the WLTP results that was used on European cars for a year or so. The final WLTP values were 191gr/km for the manual and 193 for the auto, see the below which is out of Subaru France's website :
