Most companies keep the same part number but a revision number is changed to denote the change. i.e. old p/n 123-4567 rev(-) new p/n 123-4567 rev(a).. The rev(a) shows that the part has been changed from original when it was 1st released.
The only time a p/n change is required is when you have a major change occur like: a change in a micro-controller, FPGA, new circuit board design basically a physical change.
With the DRL change it could be a firmware change that can only be done at the factory so the easy fix is to swap ECU's and report the cars s/n that it has a the updated part.
