That is the front turn signal connector for FRS. That 3-pin end connects to the the bulb holder on the signal itself.

Where the wires are snipped you would find the 4-pin connector, with 4 pinouts being: 1. Turn Signal (blinking), 2. Turn Running (steady, at night), 3. Fog, 4. Ground
