First verify that the surge tank does not have a defect/imperfection or a small split where it's seamed together.
I would also try moving your clamps outward slightly so they are squeezing right next to that raised part on the end of the inlet pipe.
You could get different clamps, worm screw type.
Another thing I personally might try is a dab of pipe thread compound on the inlet pipe then clamp, that may help seal it, just try to do it in a manner so it doesn't get into the system.
