The problem is that he used 1/2 inch torque wrench, which is very imprecise at around 30 ft lbs. 1/4 inch tw is also useless here. What is needed is 3/8 inch torque wrench. OP has insufficient experience with tools. Not the tools fault. I actually don't bother with tw for this. Just use a regular 3/8 wrench, which is pretty short, and give it a hard turn. That's all.
