One may use a Dremel type little grinder and knock off the rough (high) spots. Then use some sandpaper to smooth them out.

Then clean the spots with alcohol. Then use touch up paint.

OR, use the humfrz method - just don't look at the curb rashed spots anymore - they will "go away".
