Having filled my weekly quota of snideness and condescension a little early, I'm going to try being constructive for a change.
International Organization for Standardization (ISO) published
ISO 8601 Data elements and interchange formats – Information interchange – Representation of dates and times as an international standard covering the exchange of date- and time-related data in 1988. It's a perfectly good standard.
The good people at World Wide Web Consortium (W3C) have a document narrowing this standard down further for ease of use. It's been a de-facto standard for most of the computer industry since before Y2K.

I've been arguing loudly every chance I've had, since 1998, for making this universal across all written communication. It would make life easier for everyone if we stop using antiquated and/or local formats for something as simple, yet crucial, as time and date.
