I've got news for you. That's not even remotely how it works. For the "most" part, a car's speedometer will go up 20-30 mph ABOVE it's true top speed.
And there are/were 2 big exceptions to this. Back in the 80s (maybe 70s as well?) a lot of domestic cars had speedometers that only went up to 85 mph. And back in the 80s and part of the 90s most JDM cars had speedometers that maxed out at 180 kph (roughly 112 mph).
