Yes...in fact the only way to get it _not_ to is to unplug it or have a power switch. The first time it powers up you'll get a pop up asking if you want Torque to be the default app for that device, thereafter it will run automatically as long as it is connected.

The launcher I use doesn't allow for widgets, but most do, yeah. Here's some dude on XDA who has a red icon pack and widgets going on:
